Final report on integrating biodiversity into financial and business practices in Quebec

This report is published in the context of the implementation of Quebec’s Nature Plan 2030, Canada’s 2030 Nature Strategy, and the Kunming-Montreal Global Biodiversity Framework adopted at COP15.

These frameworks call on all sectors, including the financial sector, to play an active role in halting biodiversity loss and restoring ecosystems.

Between February and March 2025, 38 organizations from the financial sector, the research community, NGOs and other sectors took part in a collective process structured around four thematic working groups:

  • capacity building
  • methodology and regulation
  • technological tools and data
  • financing nature-based solutions

Led by Finance Montréal, the CRABE, the Ateliers pour la biodiversité and Credo Impact, the report presents the key findings from this work and outlines potential solutions to accelerate the integration of biodiversity into financial decision-making.

It puts forward a shared vision: positioning Quebec’s financial sector as a transformative actor, capable of generating a positive impact on nature and becoming an international model in finance and biodiversity. This ambition is grounded in strengthened expertise, an adapted regulatory framework, advanced tools and data, and the development of nature-based solutions.

The report outlines seven strategic orientations and fifteen actions aligned with the Plan Nature 2030, while highlighting the need for coordinated mobilization from government, financial institutions, the scientific community, investors and non-profit organizations to build a strong foundation for future action.
