Mobilising Industries for Climate Action and Transition

An inter-cluster initiative to accelerate the decarbonization of Quebec businesses

Faced with the climate emergency, rapidly evolving regulations, and growing expectations from markets and investors, the transition to a low-carbon economy is no longer an option; it is a strategic necessity. It now determines the competitiveness, resilience, and attractiveness of Quebec businesses.

Yet, according to Québec Net Positif (2024), while 82% of companies recognize the urgency to act, nearly half have not yet taken concrete steps.

It is in this context that I.M.P.A.C.T. – Mobilising Industries for Climate Action and Transition — a shared initiative of Quebec’s industrial clusters, was born as part of the province’s first inter-cluster action plan for sustainable development.

This large-scale project will provide a concrete and collective framework to raise awareness among businesses about climate risks and opportunities, inform them about existing solutions, and support them in their efforts to reduce greenhouse gas (GHG) emissions.

A Collaborative and Structuring Initiative

The I.M.P.A.C.T. project brings together six industrial clusters that combine their expertise and networks to accelerate climate action:

This unprecedented collaboration builds on existing initiatives such as Finance Montréal’s Sustainable Finance and Climate Action Learning Network for SMEs, the BCTQ’s Rolling Green program, and Aéro Montréal’s Eco-Responsibility initiative.

By pooling their resources and expertise, these clusters are creating, through I.M.P.A.C.T., a powerful collective lever, building momentum for action and generating economies of scale that help reduce the financial and operational costs of the transition for each participating cluster.

A Project Serving Quebec’s Economy

By supporting businesses in reducing their GHG emissions, I.M.P.A.C.T. contributes to:

  • Achieving Quebec and Canada’s climate targets by 2030;
  • Positioning Quebec businesses as partners of choice in global supply chains;
  • Strengthening Quebec’s attractiveness for investors and talent;
  • Enhancing the resilience of Quebec’s economy in an increasingly uncertain world.

Objectives by 2028

  • Mobilize over 1,000 businesses and their teams around climate action;
  • Support 230 companies in measuring their emissions and developing their first action plan;
  • Catalyze action through training, coaching, and expertise sharing;
  • Promote cross-sector collaboration as a driver of innovation and sustainable performance.

Program Launch

The I.M.P.A.C.T. project will be officially launched in winter 2026, with a flexible program of à la carte activities tailored to the reality and priorities of each business.

A dedicated web platform will bring together all project tools, training opportunities, and resources.

In the meantime, the clusters continue to co-create and design activities in collaboration with their members, partners, and sponsors.

  • Climate action maturity assessment tool
  • GHG emissions measurement platform (diagnosis and action plan)
  • Coaching for implementing action plan measures
  • General and specialized training sessions
  • Communities of practice
  • Networking and collaborative innovation activities
